Commission on Elections (Comelec) chairman Juan Andres D. Bautista shares a glimpse of the herculean task of planning, executing and ultimately safeguarding one of the country’s most important pillars of democracy – the elections. “Elections are the soul of a democracy. If the elections are not guarded well, if they’re not managed properly today, it will lead to the downfall of our democracy,” he points out.
